Fallout V.A.T.S Glowing Effect [26.3]

This resource pack changes the entity glowing outline effect to look similar to the Fallout VATS effect. I really liked this resource pack, was disappointed that it stopped working in 1.21.2 so I ported it (with permission from the OG creator Echonix) Works in all versions from 1.9 to 26.3 Special Thanks to ioblackshaw [​enchanted_games] for helping me port to 1.21.2.
